Developers can buy their own apps. One human being can have multiple different google accounts. I have one account I use as a user, which I don't want spammed with the emails my developer accounts get. Also my user account doesn't have a professional sounding email attached to it. Sockpuppeting is bad, but I doubt you will get in trouble if your multiple accounts all clearly belong to the same human being. Just don't secretely debate yourself on your own comment section.
