You cannot comment on your own app if it is a paid app. You cannot install your own paid app, hence you cannot comment on it. There was a bug in 1.6 if you tried (and you would fail) to purchase your app, the market opened up comments for you as if you installed the app. This hole has been closed up in Android 2.1.
