You may not believe it, but it's true. If you don't have a SIM card and only WiFi, you can only download *free* apps from the market (that's what happens on my SIM-less G1).
As soon as you pop-in another SIM card, paid apps become available again. However, some paid apps may then not be visible to you, since developers can block their apps from being visible/downloadable based on carrier.
