All the suggestion from your last post would do is encourage carriers to chose devices without market where they could add it to ensure the greatest revenue from those devices.
These aren't charities we're talking about, they're businesses looking to maximise their profits, and if two 'phones fill a checklist and one offers a zero or 15% kick back and the other offers 30% for the same thing I can be pretty sure which one the carriers will pick.
