Al, I'm not sure about OEMs. Cheap android "phones" and "tablets" started to be available on dealextreme.com so I expected that Chinese learned how to build Android phones. I have no illusion that these OEMs will be interested on Google's opinion.
I was contacted with Chinese Android app distributors. I'm sure that Google-less market in China may be even bigger that US.
