This part of that TOS section:
"You may not collect future charges from users for copies of the
Products that those users were initially allowed to download for free".

To me that pretty clearly prohibits you from charging for whatever you
initially gave the user for free. Is does not seem to, in any way, prohibit
one for charging for EXTRA features / functionality.

Seems to prohibit any sort of payment collection for free products.

Slacker Radio is another example. They offer a free app with basic features,
which are also available on their website. If you want, you can subscribe to
"premium" features. You can do this on their site or directly through the
app. If you do it through the app, the subscription fee is tacked on to your
phone bill. Additionally, Slacker is frequently in the "Featured List", as
is Pandora.

So in these two cases you have FREE apps that have limited features, with
more "premium" features / content / functionality available if you pay for
it.

Therefore, either
A) subscriptions are OK or
B) these two high-profile, extremely popular,
often-featured-by-Google-themselves apps are violating the terms and simply
lucky thus far and will one day, without notice be pulled.

I would have to go with A.
