This is a cause, but you need more data to list it as one of the *main* causes. As of last summer, at least, China was the only country to have more than 1% of Android users and not be on the paid app list. Sure, there would be more sales with more countries, but I wouldn't expect them to double or triple. I regularly get those mails too, but most of the time the person is actually in a country that *should* allow paid apps and there is a glitch in the market or Google Checkout.
