A lot of issues cause consequences long after they are fixed. Not having access to paid apps for the first six months I had my phone probably has reduced the number of paid apps I buy. Having massive issues downloading and installing free apps has definitely reduced my app usage. That problem is fixed now but I'm not going to forget spending 3 days trying to update dropbox. One of the reasons I find the 15 minute refund window such a joke is experience tells me that there is no guaranty 15 minutes is long enough to install an app.
