Yes, if you go look at the chinese app stores. You are likely to find
many paid app being made available for free.

You can't make money selling app to consumers in China. You may have
better luck if you are targeting China companies.
You need to use alternative methods like advertisement, in-app
purchase unlocking, etc..

If you think China is your market, try to come up with a better
business model than paying for the app.
You need to offer free app in China if you want anyone to use it.
