I do think Google employees notice. Whether they are the ones who can
do something about it is an option question, but we know that at least
one Googler reads this board.

Market may be stuck with a long to-do list and a short supply of
developers (it's not exactly the "coolest" part of Android to work on
for the kind of top engineers Google hires), though. And as has been
mentioned before, the Market engineers may be under a gag order
because of the potential liability of admitting you've made a mistake
with peoples' money or earning potential. And Google may not WANT
anyone to talk about how ranking works, for fear people will game the
system.
