The policy does say not to link to other apps or websites in your review, and since a hyperlink doesn't work anyway, does the name count as a link to another app.
And marking something as spam is not always likely to do anything. If I look at the Comment Posting Policy, most if not all of the comments mentioned in this thread are in violation.
