Right now, the charges incurred for Google Maps are only for the web based 
API's (JavaScript and Flash). They are totaled by domain (including 
sub-domains in the domain) and computed daily for any domain that exceeds 
25,000 API loads. According to Google, that represents about 0.35% of map 
users.

It's not the end of the world in regard to free maps but this is the 
slippery slope that opens the door for charging for all Google's currently 
free API products. Once developers are used to paying for these services, 
there is nothing to stop Google from lowering the pay threshold on any API. 
I'm guessing that's the plan. Keep that in mind when developing anything 
serious that uses ANY Google API. Eventually you'll be paying for it.
