If you read that page, or at least part of it, you'd see they are in regard 
to the web based API's and have nothing to do with Android.

There is nothing specific about Android as that page was written before 
Android was part of Google. I guess no one at Google thought it needed 
clarification as it's pretty clear what they are discussing. Perhaps it 
should say "Doesn't apply to Android Maps API at this time." but it 
doesn't. I guess you'll just have to assume that.

I missed static maps, they are also subject to those charges.
