You can manually modprobe -a arc4 which will load the appropriate module but it will not help you much. This is an issue of the 2.6.24 kernel with ieee80211_crypt_tkip being built without the arc4 module dependency. I had the same symptom with wep encryption. Kernel 2.6.23 works.
