I think the norm is that some prepositions don't go well with infiinitives, but most grammars assert that this is when the preposition is part of a verb that requires that preposition:
['pensar en'] "pensant en això" → "pensant a fer"; ['consistir en'] "consisteix en l'acció" → "consisteix a actuar". I have found no norm whatsoever for changes outside the "regime" of a verb. In my spoken Catalan, I never talk like that, but I think it is better to translate it as "a modificar" that "en modificar" using the same general rule, as this is a marginal case in grammar. No one has complained yet, and it is probably not such a frequent situation. There is an exception, when "en"+infinitive has a temporal meaning. In that case, one uses "en": "En venir us diré què he trobat".
