I think that I am not the most appropriate person to answer your question.
Even though I took part in the development process, I don't "own" the Java
language pairs and, in fact, the original thread started because it is now
Tino that is maintaining them. I think that it is the Apertium community
that has to decide whether there should be a Java version for the back-port
you propose. The policy so far was that only released pairs would have a
Java package to give a minimum level of quality to end-users.
