WB, We have a Todo update in the review process with Apple that addresses a couple of issues specific to RTM. Todo 1.2 currently has an issue on RTM only where if you edit the task and move it to a new list and sync, the task will be moved but the other changes to the task will not be synced. From your description it sounded like this may be one of the problems you are running into. Changes made without the list move are synced fine. We've also done some additional work specific to RTM sync that improves the repeating tasks handling.
We have the background syncing on our list of items to look into. We're not able to sync when Todo is not running but we're looking into providing syncing in the background so you can move forward with changes. That's a complicated feature to add and we have a number of other features that are currently being worked on before that, but it's something we'll be looking into.
