The apple //c+ uses the same 9-pin mouse as the Lisa, the early Macs and the //gs. If the mouse isn't working can be a failure of the mouse port, or an incompatibility of the program (the //c's mouse hardware is a bit nonstandard, and the //c+ even moves the mouse "card" from slot 4 into slot 7, IIRC). I'd try to test the mouse from BASIC. Boot into BASIC and type this program:

The first and the second tell the mouse pointer's X and Y position; the third, the mouse button's state. Run the program and move the mouse arround. If both X and Y coordinates change according to the mouse's movement, the mouse port works right. Press any key to exit the program. I don't know much about the //c Plus' mouse port hardware, but I'd bet it's simmilar to the one on my //c. If that's the case, a broken mouse port may be due to broken "optocouplers". They are components that are made by putting a LED and a phototransistor together and optically coupling then (hence the name). They are smaller-than-IC components with four legs, and there are four of them located near the mouse port. The problem may solve by replacing the couplers.
