AFAIK it is an integral part of DOS, not separately available.

Different DOS versions actually use it differently.  For example, running 
MS-DOS on a 386 (or better) you would use both HIMEM.SYS and EMM386.EXE.  
But with DR-DOS, you use HIMEM.SYS only on a 286, and EMM386 alone on a 
386. 

Other memory managers such as QEMM and Netroom substitute their own device 
drivers, and you would use neither HIMEM.SYS nor EMM386 with them.
