If this program was indeed listed for DOS, then you are getting a bum
steer.  This is Windoze Bloatware, 1,888,010 bytes.  It is PC-Pine version
4.21, dated November 1999.  I excerpt the following quote from
INSTALL.TXT, one of the files contained within the archive:

"Note that as of version 4.00, PC-Pine is only available for Windows95,
 Windows98 and Windows-NT."

Before I downloaded it, I did have some suspicion that it might turn out
to be just a Windoze program.  I noted that in the file name we find the
the characters "w32".

Does anyone know where we can get a compatible version of Pine?
