No one has this problem now. They have fixed it with a workaround program
that modifies the bios list or they have moved their modem. But new users
with a modem on com 4 WILL have the problem if there is nothing on com 3.

Sorry, I can't back you up. Under straight DR-DOS or MS-DOS, EPPPD and CHAT, or
NETDIAL and EPPPD, find my modem at 0x2e8 but don't recognize COM4. Then I can
run Arachne (DR-DOS but not MS-DOS for insufficient low memory) with Connection
READY and Hangup NUL. In OS/2 Warp 4 VDM, EPPPD and CHAT actually recognize
COM4. IRQ is 5. Arachne and UKA_PPP dialers are rather tricky. EPPPD and
CHAT, or NETDIAL and EPPPD, offer me better control of what happens; more direct
setup.
