The message it leaves me when the mouse isn't connected is: "Microsoft Mouse not found, try another 9 or 25 pin serial port and/or check for interrupt conflicts with other peripherals. Type Mouse /f to check all ports." As I said, I don't know if that means the software tried to install but didn't when it couldn't find a mouse, or if it's installed but understands it's not controlling anything. In either case, it doesn't block the modem, at least on my computer.
