WWW-based email with POP3 access?

What WWW-based free email providers are available, Arachne-friendly, and offer
POP3 access?  Telebot server seems to have long downtimes, and Hotmail, under
MS ownership, is not so hot, from what I hear, if you're not using MSIE.
