a political activist) and has not had any significant trouble. I believe
they even offer an auto-vacation message feature. To get the pop3/smtp
mail you have to sign up, both for the web-based mail and some kind of
set of extra features whose name escapes me. However the latter is completely
free.

In addition to Yahoo, there is MailAndNews (http://MailAndNews.com).  Arachne
access would be nice, but the Web access would be more important away from home.
At home, I'd use mostly POP3.
