All 2x4s start out as two by four. In the old days they were left
rough sawn, today they are smoothed down to their finished size, but
are still called by their nominal dimensions. All finished lumber is
smaller than the size it is called. This is not a scam or a deception.
It is just the reality of the lumber milling process.
