No. The downloaded portion of the file must be held somewhere and that is
what cache (or temp) is for. The only possible alternative would be for
Arachne to assume you had infinite memory and thus she could hold the
file there until complete. <g>
A possiblity is for Arachne to automatically delete partially downloaded
files but I'm sure there are those of us who would like to keep partial
PAGES that we terminated loading on when we were getting crap far beyond
the links we were after.
