Making these specific pieces of software available to arch users is
the purpose of AUR.

Judd basically decides what goes into extra/current, and what
doesn't... so if Judd doesn't need smartmontools, and no one makes it
obvious that they would like it in extra/current, then it's not going
to be added. Which is why there's a voting system on AUR.
