Hi Doug, I also have a PS/2 optical mouse and it works great on my laptop, 
here's my complete xorg.conf file 
http://linux.mty.itesm.mx/~oestrada/data/files/xorg.conf

The differences between your mouse section and mine is that I don't use the 
Emulate3Buttons option and I use /dev/psaux as Device.

As a last option, you could  also use a different mousepad, because some 
optical mice dont work with some mousepads.
