The question I would ask is: Who cares? IMO government authority is only relevant when determining that the RIRs are properly the steward of all Internet number resources. But when it comes the actual principles of stewardship, those IMO come from the needs of the Internet community, as expressed by those participating in the policy development process. I don't think governmental authority is relevant there at all.
