Well, the question is simpler.

Among the rules applied to any RIR the issue IP allocation is that people must prove they *at any time* are using the resources issued to them or have need for that. If one received both IPv4 and IPv6 but is is not using IPv6 then he is not observing these rules. No one can say now a days that IPv6 is optional or 'just an operational matter' that has nothing to do with RIR and the process of issuing IP allocations.

Therefore is completely reasonable and make sense to get to show proper usage of those resources that where assigned to them in order they can continue to receive extra resources.

I do eat the IPv6 Dog Food.  Check the Headers, even this list is delivered both ways via IPv6 in my case.

All kidding aside, I personally dont' think ARIN's role should involve anything that can be construed as 'forcing' IPv6 adoption.  While it might run counter to popular opinion, the idea of policies that encourage the 'killing' of IPv4 usage goes against the grain.

Policies can 'encourage' more people supporting IPv6, but making policies that make it mandatory have real world implications to holders of IPv4 space, that I think run contrary to ARIN's role to service those incumbants.
