Remember, another proposal related to IPv6 was withdrawn when it was
realized the limited resource is the Routing table. This adds more
entries in the routing table that do not benefit anyone except the lessor.
If the addresses were provided with the circuit, the default route for
that block would suffice for all such customers, and address conservation
would be maintained.

Just want to say that I also oppose this proposal for similar reasons as
stated by Bill Herrin and Chris Woodfiled.
Get them directly from ARIN (either via Waiting List or a regular Transfer
- which remains directly from ARIN) and not via a LIR and don't try to
make LIRs play RIRs roles.
Also the potential pollution of the BGP table is a serious issue that
makes such change something that doesn't bring any benefit to community.
The only beneficial from this proposal seem to be companies who lease
addresses and profit from it, not ARIN, not members, not community.

Then how do we get randomĀ /24's routed.
You get them through ARIN where the surrounding /24s are necessarily
disaggregated.
