Jim, Have you tried turning on the escalation logs? If not, try turning on the logs and see if you can see the log file growing at the time you expect your escalation to fire. This will not be a permissions issue as the AR_Escalator user has admin permissions.
Might be to do with too many escalations being executed at the same time, causing your escalations to be queued up or as someone else has pointed out, your escalations maybe disabled on this server.
