This has been going back and forth since the 3.2 days.  I believe that BMC/Remedy/Peregrine (I know but they have to be mentioned here) made it this way to prevent locking out a priority user from being able to do an update.  So, what does this mean?  We are forced to buy more Floating licenses, which are more expensive than giving everyone a Fixed license.  My rule is to avoid Floats at all costs unless I know that the user will be:

1.  On the system infrequently.
2.  Cannot be serviced by a Read or Restricted Read license.  In other words, they must update other users tickets.

Otherwise, it is Fixed for me.
