I have a 9.1.04 server here....when I look in the registry (it's a windows
machine), I have the following parameters set
JVM Option Number

-Djava.class.path=C:\PROGRA~1\BMCSOF~1\ARSystem\FLASHB~1\flashd91_build003.jar;C:\PROGRA~1\BMCSOF~1\ARSystem\FLASHB~1\FlashboardAgent.jar;C:\PROGRA~1\BMCSOF~1\ARSystem\FLASHB~1\arapi91_build003.jar;C:\PROGRA~1\BMCSOF~1\ARSystem\FLASHB~1\arutil91_build003.jar;C:\PROGRA~1\BMCSOF~1\ARSystem\FLASHB~1\concurrent.jar;C:\PROGRA~1\BMCSOF~1\ARSystem\FLASHB~1\log4j.jar;C:\PROGRA~1\BMCSOF~1\ARSystem\FLASHB~1

You should be able to compare and contrast that with your system to see if
there is anything missing, and verify that all of the files exist.
