There is no reason that a write license should be required to simply submit a record - read licenses have that capability. So there are two ways you could do this:
1) Configure the form to use a specific generic login with a Restricted Read license for surveys, and you won't need a write license. 2) Users with Read licenses should be able to submit records into any form, if you have the form/field permissions set up to allow that.
