Verify what kind of user license you have, not the application License. Check in User form for your user id. If it is Read only and if your AR Server is configured for Submitter Mode= Changeble"(In Remedy Admin =File => Server Information=> Licenses tab). Then that is the reason for this. If that is the case, you have 2 options one change your user license to fixed and login again and you should be able to do what you were doing.
