Incorrect. With Submitter Mode set to Locked, a person with a "Read" license can submit AND modify their tickets (where the login name they are logged in as = the value in the Submitter field). The error comes when they have a "read" license and they try to modify a ticket where their login name is not in the Submitter field.
Floating licenses are not automatically issued to guest users, read licenses are. Floating licenses are specifically issued to defined user accounts by an administrator. So if somebody logged in as wxyz will not get a floating license unless an administrator has created a specific user record with a login name of wxyz and issued them a floating license. As a general rule, a floating license will allow a user to modify any ticket, or course provided that they aren't restricted by administrator defined permission groups or custom workflow. That is set before she tries to make any changes. Even if somebody logs in as "wxyz" they should get a "Floating" license. After that they would only be able to modify forms in which they are "Submitter". But they can't do anything if they only get a "Read" license.
