If the license key was a problem the server would have complained about it right off the bat while installing the license, unless the NIC card later was changed thus invalidating the server license.. Besides since both the DSO and the Server license depend on the hostid pre version 7.1 days.. So if against the same hostid if the DSO license was invalid, the ARS Server license would have been invalid too and you would be having bigger issues than just a DSO problem.. About arsignal, if you want to see all the available options, type arsignal /? on the command line. However it doesn't explain in details all the options. I think its documented in better details in the Administration guide..

I have a call into BMC as critical but we have not received a fix yet. I was going to remove the line from the arsystem.lic file for the DSO key but there is a signature entry at the end of the file and I don't know if it is a check-sum or not.
