My guess, based on experience, is that it may be nothing more than the paperwork not having gone through the process yet. With October 1 (tomorrow) being the renewal date for those, this time of year often saw things like this when I was doing pre-sales and such. Turing and BMC may even still be in negotiation over the terms of their contract renewal, since Turing has grown a lot since the last one was signed.
If I'm right, you should be able to try it again in a few days to a week and have it go through.
