We ran into this Issue couple of days back when we switched our servers from
Portmapped to manual port assignment.

Try the following...
a) Check if this variable is set in the Gateway config file..

          TCP_FLAG = TRUE # Use TCP functionality

b) Set the ARTCPPORT value in the Environment Variable.
