Have you tried consuming the webservice using something like SOAPUI
(http://www.soapui.org/)?

We have tried entering both WSDLFile – which offers no authentication
screens, and URL with authentication, where we put in an active
ARSystem user and password. In all cases we get the same error,
including now that we have changed output not to include date fields.
The thing is I can’t access the WSDL from within the administrator
either !
Thanks,
Sharon

It sounds like the User and password being passed is not being
validated correctly.
In the Altiris component that connects to the the WSDL did you define
the Authentication Value correctly? Basically you will need to set the
Authentication to "ARSystem" and then set the Username and password
that you have in Remedy.
You may also need to set the locale and timezone as well but they
might be optional.
Thanks
