I found out that the people who cannot save tickets are the ones who have floating licenses. I then looked at my Remedy licenses and all the AR User floating licenses have turned into Read(floating) licenses. Why all of a sudden? Nothing changed/updated on the Remedy system. I have also called Remedy and their recommendation is to restart the server.
