I was looking at the BMC provided tool: Permissions_Roles_7_6rev2.exe
Selecting "Full access to create, modify and delete all incidents" gives you a 
permission of "Incident Master" therefore I assumed that this would work for 
this person.
I am unsure why this is not working for me --- I wonder if anyone else can try 
this permission role and IS able to delete incidents.
I'm running ARS 7.1/ITSM 7.0.03

I'm not worried about orphaned records, as the incidents to be deleted do not 
have associations or workinfo entries.

The basic-tab of form-properties has a couple of new settings in 7.6.04.

One is:
[ ] Allow Delete

This option is not checked by default.

I checked the 7.6.04 documentation, and this option is not described...
