Yes, you can automatically generate ticket form Alarms or events systems such as TIVOLI, NETCOOL, CIC in these tools there a task execution module that can execute command such as API (Java, C) , web-service or mail-SMTP when the probe discover a problem using SNMP or TIVOLI event. Such kind of API I developed them myself.
