When an external system consumes a Remedy web service the external system connects to the Mid-Tier server.
Look at page 70 (ARS 7.6.04 docs) in the Integration guide for a diagram. You will see that the external client never connects to the AR server directly. Everything passes thru the Mid-Tier server (both ways).
