The case you are asking for is, like everybody said, through the mid-tier. To prove it to your boss, go to the published web service at the developer. See the WSDL address. You'll see that the URL is the mid-tier. Also if you download the WSDL and see the connection addresses, you'll see that they're also mid-tier addresses.
It doesn't matter if the client consuming the web service is HP, Remedy or a custom application. If it connects through a web service, then it uses the mid-tier.
