Rajesh, Just a thought - are users logging into the Preference Server? (I don't recall if that's relevant to 7.1.) If so, how about removing or renaming their entry in the AR System User Preference form to see if it helps, since this is occurring on differenct machines.

Where you go to look for the User Tool's cache depends on what operating system your computer has and what version of the User Tool you're running, but the location is usually the home directory associated with the installation of the User Tool (where the arcmds folder is located) Log out of Remedy, delete all folders in the home directory except for arcmds and NONE of the individual files, then have them log in and try again.
