Probably we need some critical questions in order to determine
merits/demerits of work-permit protocol - one such question here:

What shall be the annual income of an ordinary illegal immigrant in
order for him/her to pay hundred rupees income tax per year?

Any developed country immigration protocol is well studied and country
specific. So a direct implementation of such protocol for Assam may
produce "parametric output".
