I mean you only really want to send to IsWhiteList under those conditions, 
not to do an either/or forwarding.and skip IsNoSpam, but...

Mailing lists (such as this one) often accumulate enough URLs and adverts 
to be classified as SPAM where the message is so short as to not override 
the bad karma of the adverts, so it is fairly desirable to avoid processing 
the lists at all --- ie whitelist them.  That in turn makes it particularly 
important to run SPF and RBL checks against whitelisted senders
