Brandon should probably be more specific about what he wants to achieve. It might even be preferable to have a semi-automated system that originates the calls based on a list of callees, available callers, and some timing heuristics. This way the callees would always talk to a human being, but the impact for the health center could be a lot less, because they don't have to dial anything or wait for a call to get answered.
